Application Programmer

<p>ECS is seeking an experienced <strong><em>Application Programmer </em></strong>to work <strong><em>remotely </em></strong>providing support for cloud-related application and infrastructure migration and modernization efforts performed under this contract for <strong><em>NIH NIAID Enabling and Advancing Technologies (NEAT)</em></strong>. This engagement supports the External Enterprise Software Development Support Services program area which includes the development, support, and maintenance of NIH enterprise applications managed by the Software Engineering Branch.</p> <p><strong><u>Please Note:</u> This position is contingent upon [contract win].</strong></p> <p>The NIAID NEAT Application Programmer will analyze functional web and mobile applications and design specifications for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts.</p> <p><strong>Key Responsibilities:</strong></p> <ul> <li>Develop block diagrams and logic flow charts.</li> <li>Translate detailed design into computer software.</li> <li>Providing technical leadership in identifying, designing, and implementing mobile solutions for key existing applications in the SEB portfolio to enhance business processes, user productivity, and user experiences.</li> <li>Providing technical leadership in identifying, designing, and implementing mobile first software solutions, where there is currently no existing web application system counterpart.</li> <li>Performing technology upgrades of mobile applications as needed to maintain compatibility with the latest versions of major mobile operating platforms (Android, Apple iOS).</li> <li>Test, debug, and refine the computer software to produce the required product.</li> <li>Prepare required documentation, including both program-level and user-level documentation.</li> <li>Enhance software to reduce operating time or improve efficiency.</li> <li>Provide technical direction to programmers to ensure program deadlines are met.</li> </ul> <p><strong>Qualifications</strong></p> <ul> <li><strong><em>Bachelor's degree in Computer Science, Information Security or related field</em></strong>.</li> <li><strong><em>Active Public Trust or higher security clearance.</em></strong></li> <li><strong>Minimum 6 + years of hands-on software development experience designing and developing enterprise applications using Microsoft Tech Stack, and building large scalable web and mobile based applications using React.</strong></li> <li><strong>5+ Years of experience leading technical teams in Agile environments.</strong></li> <li>Experience with utilizing NET Platform (.NET 8) with JavaScript, React and Vue for the front end and Microsoft SQL Server databases for data storage.</li> <li>Experience with tools and technologies including C# programming language, Git for source control of new applications, React Native and Expo for mobile front-end development, and React.js and Vue.js for front-end development.</li> <li>Travel within the Washington DC Metro Area, and CONUS as needed.</li> </ul>
