About this fellowship

The SALTO Participation and Information Resource Centre (SALTO PI) has announced a Call for Experts and Contributors to develop the P² Dossiers – Sectorial Blueprints on Participation, a collection of practical publications designed to strengthen democratic participation, common values and civic engagement across different sectors of education, youth development and sport.

This opportunity is open to individual experts, researchers, analysts, practitioners, companies and other legal entities from around the world. Selected contributors will be responsible for researching, mapping and developing practical resources that help stakeholders understand how the horizontal priority of “Participation in Democratic Life, Common Values and Civic Engagement” can be applied within the Erasmus+ programme and the European Solidarity Corps.

The initiative seeks to bring together research, practical tools, established networks, publications and professional expertise that are currently dispersed across different sources. By consolidating this information into accessible, sector-specific dossiers, SALTO PI aims to make it easier for National Agencies, programme beneficiaries and other stakeholders to identify and apply effective approaches to democratic participation.

For professionals with experience in research, education, youth work, journalism, communication, publishing, civic engagement or evidence-based content development, this call provides an opportunity to contribute to a European-level knowledge resource while receiving a fixed professional fee.

Applications must be submitted in English through the official online application form before the stated deadline.

Application deadline: 6 November 2026 at 23:59 EET.

What Are the P² Dossiers?

The P² Dossiers are practical publications intended to help organisations and professionals translate the principles of democratic participation and civic engagement into concrete activities, methods and approaches.

Rather than producing conventional research reports, selected experts will develop resources that are easy to understand, consult and use. The publications will combine concise explanations of important concepts with practical tools, relevant networks, key publications and additional analysis where existing evidence is insufficient.

The dossiers are intended to support a range of audiences, including:

Erasmus+ National Agencies and other programme stakeholders.

Organisations implementing Erasmus+ projects.

European Solidarity Corps beneficiaries and participating organisations.

Educational institutions and academic professionals.

Youth organisations and youth workers.

Sport organisations and practitioners.

Researchers, policymakers and civil society actors.

Professionals seeking practical approaches to democratic participation and civic engagement.

Each dossier will focus on a particular sector, helping readers understand the main concepts, identify useful resources and explore ways to integrate democratic participation into their work.

The overall goal is to make relevant knowledge more accessible, organised and practical for those working to strengthen participation in democratic life.

Six Sectors Covered by the P² Dossiers

SALTO PI intends to produce six separate dossiers, each addressing a specific sector. Applicants may select one or two sectors according to their professional experience, expertise and knowledge.

1. Higher Education

The Higher Education dossier will focus on democratic participation and civic engagement within universities and other higher education institutions.

Potential areas of relevance include student participation in institutional decision-making, civic learning, democratic values in academic environments, university-community partnerships and opportunities for students to engage in public life.

Experts interested in this sector should be prepared to identify relevant research, practical frameworks, institutional initiatives and publications that can help universities integrate participation into teaching, learning and student engagement.

2. School Education

The School Education dossier will examine how democratic participation and common values can be promoted within school environments.

Relevant themes may include citizenship education, student councils, inclusive decision-making, democratic classroom practices, participation in school governance and opportunities for learners to develop an understanding of civic responsibility.

Contributors will need to identify practical resources that teachers, school leaders and education organisations can use to encourage meaningful participation among learners.

3. Vocational Education and Training

The Vocational Education and Training (VET) dossier will address participation and civic engagement within vocational learning and skills development.

This sector connects education with employment, professional development and practical training. The dossier could help stakeholders identify ways to integrate democratic values, civic responsibility and participation into vocational education programmes.

Relevant resources may include training frameworks, institutional initiatives, educational methods and examples of cooperation between vocational institutions, employers and communities.

4. Adult Education

The Adult Education dossier will explore approaches to strengthening democratic participation among adult learners.

Possible areas of interest include lifelong learning, community education, civic literacy, inclusive learning opportunities and methods for supporting adults who wish to participate more actively in their communities.

The selected expert will help identify relevant research and practical resources that adult education providers and community organisations can use to encourage participation and engagement.

5. Youth

The Youth dossier will focus on democratic participation and civic engagement among young people.

Relevant themes may include youth participation in decision-making, youth-led initiatives, civic education, volunteering, youth organisations, community engagement and opportunities for young people to contribute to public discussions and social development.

The dossier is intended to provide useful information for youth workers, youth organisations, policymakers, programme beneficiaries and other professionals working with young people.

Applicants with experience in youth leadership, youth participation, community development or youth-focused research may find this sector relevant to their background.

6. Sport

The Sport dossier will explore how sport can contribute to democratic participation, common values and civic engagement.

Potential areas of interest include inclusion in sport, community participation, values-based sports activities, volunteering, democratic practices in sports organisations and initiatives that bring people together through sporting activities.

The dossier will help stakeholders identify practical approaches and existing resources for strengthening participation through sport.

Important: The sectors listed above are the six areas identified in the call. Applicants should develop their proposed topics based on their actual expertise and verify the full call conditions before finalising their applications.

What Will Selected Experts Be Expected to Produce?

Each selected expert or contributor will work on a defined set of research and content-development activities for the sector or sectors assigned to them.

Every dossier consists of two independent files: a Briefing File and a Directory File. Together, these resources will provide both an accessible introduction to important concepts and a practical collection of tools, networks, publications and additional analysis.

1. Briefing File

The Briefing File will contain three to five one-page documents addressing important concepts, questions or issues relevant to the selected sector.

These one-pagers should communicate essential information clearly and help readers understand the relationship between democratic participation, civic engagement and the sector concerned.

The Briefing File will also include content for one to three infographics. Contributors will be expected to provide the relevant data, sources, key messages and a designer brief to guide the visual presentation.

The expert’s responsibilities will therefore include:

Identifying the most relevant concepts and questions for the selected sector.

Reviewing reliable research and evidence.

Preparing concise, accessible and informative one-page content.

Identifying suitable data and sources for visual communication.

Developing key messages for the proposed infographics.

Preparing clear instructions for the designer.

This component requires the ability to translate complex information into concise, practical content without losing its meaning or evidential basis.

2. Directory File

The Directory File will serve as a practical reference resource for people seeking methods, organisations, publications and professional expertise related to democratic participation.

It will contain several components.

Practical tools, methods and frameworks

The expert will identify three to five practical tools, methods or frameworks that stakeholders can use in their work.

These may include approaches to participation, educational methods, civic engagement frameworks or other relevant resources, depending on the selected sector and the evidence available.

Networks, organisations, initiatives and experts

The directory must provide an overview of approximately 10–20 relevant networks, organisations, initiatives and experts.

This mapping exercise will help readers identify established actors and potential sources of further information, cooperation or professional support.

Annotated key publications

Contributors must identify three to ten key publications and provide annotations explaining their relevance.

The annotations should help readers understand the purpose, contribution and usefulness of each publication without having to examine every source in detail before deciding whether it is relevant to their work.

Original commentaries or analyses

Where the existing evidence is insufficient to address an important issue, the expert may need to prepare one to three short original commentaries or analyses.

These contributions should address identified knowledge gaps and provide additional insight grounded in appropriate research, professional experience or evidence.

The Directory File is intended to be a usable reference rather than simply a list of links. Contributors will need to select relevant resources, organise them clearly and explain how they may benefit the intended audience.

Research and Development Responsibilities

In addition to drafting the two files, selected contributors will undertake several stages of work to ensure that the final dossiers are comprehensive, relevant and suitable for publication.

Step 1: Conduct desk research

Experts will review existing research, publications, tools, networks and other relevant resources connected to their selected sector.

The research must also include SALTO PI’s own resources. This will help contributors build on existing work and avoid overlooking useful material already available through the resource centre.

Step 2: Map the sector systematically

The contributor will systematically identify and organise the relevant evidence, organisations, initiatives, publications, methods and experts.

This mapping exercise is an important foundation for the dossier because it will help establish what information is available, where important resources can be found and which issues require further attention.

Step 3: Prepare a scoping note

The expert will develop a scoping note outlining the intended scope and direction of the work.

This stage helps clarify the boundaries of the research and establish which topics, resources and questions should receive particular attention.

Step 4: Develop a mapping inventory

The contributor will prepare an inventory of the relevant resources identified through the research and mapping process.

This inventory will support the selection and organisation of the materials that will eventually appear in the Briefing File and Directory File.

Step 5: Draft both dossier files

The selected expert will prepare the complete drafts of the Briefing File and Directory File, following the requirements of the assignment.

The drafts should be evidence-based, well organised, accessible to the intended audience and focused on practical use.

Step 6: Consult sector reviewers

Each contributor will consult between two and five reviewers with relevant knowledge of the sector.

This consultation process will provide an opportunity to gather feedback, identify omissions, check relevance and strengthen the quality of the content before final delivery.

Step 7: Co-host two presentations

Following publication, experts will be expected to co-host two presentations of their dossier within six months of publication.

These presentations will help introduce the resources to relevant audiences and support their dissemination and use.

SALTO PI will be responsible for proofreading, graphic design, layout and publication. This means contributors can focus on research, content development, evidence selection and the other responsibilities specified in the call.

Financial Benefits: How Much Will Experts Be Paid?

The call offers a fixed professional fee for the development of the dossiers.

The payment structure is as follows:

Number of sectors

Fixed gross fee

One sector

€1,250

Two sectors

€2,500

The amounts are gross and all-inclusive. Applicants should therefore consider the full terms of the contract when assessing the financial arrangements for the assignment.

The fee is fixed and is explicitly excluded from the evaluation criteria. Applicants will not be evaluated based on proposing a different price.

The estimated workload is approximately 40–50 working hours per sector. Applicants selecting two sectors should plan for a substantially larger workload because the assignment involves research, mapping, drafting, reviewer consultation and subsequent presentations for each relevant dossier.

This is a paid expert contribution rather than a conventional employment or internship opportunity. Applicants should review the full call to understand the applicable contractual, payment and working arrangements.

Who Can Apply for the SALTO PI Call for Experts?

The opportunity is open internationally, with no geographical restrictions specified in the summary of the call.

Eligible applicants include:

Individual experts and specialists.

Researchers and analysts.

Practitioners with relevant sector knowledge.

Companies.

Other legal entities.

Applicants working independently.

Applicants applying through a university, research institute, organisation or company.

Applicants do not have to apply through an institution. However, anyone applying through an organisation or legal entity must identify the individual who will personally carry out the assignment.

The selection process is intended to identify people with the appropriate expertise, research skills and ability to develop practical resources for their selected sector.

Essential qualifications and experience

Applicants are expected to demonstrate the following:

1. In-depth knowledge of the selected sector

Applicants should have substantial knowledge of the sector or sectors they intend to cover. This should be reflected in their experience, understanding of relevant issues and ability to identify meaningful topics for the dossier.

2. Familiarity with Erasmus+ and the European Solidarity Corps

Applicants should understand the programmes and their relevance to participation in democratic life, common values and civic engagement.

3. Experience translating evidence into practical resources

The assignment requires more than collecting information. Contributors must be able to turn research and evidence into clear, accessible and useful materials for practitioners and other stakeholders.

4. Advanced English proficiency

Applicants must be fluent in English at C1 level or above. All work will be conducted remotely and in English.

5. Availability throughout the assignment

Applicants must be available during the indicative kick-off week and throughout the working period. They should also be able to meet the drafting and final-delivery deadlines and fulfil the presentation responsibilities after publication.

Additional experience that may strengthen an application

The following are considered advantages:

Connections with European or national networks relevant to the selected sector.

Editorial experience.

Publishing experience.

Experience developing infographics or supporting visual communication.

Established professional relationships with relevant organisations, networks or experts.

These additional qualifications are not presented as mandatory requirements, but they may strengthen an application by demonstrating the candidate’s ability to identify useful resources and communicate research effectively.

Application Timeline and Important Dates

Applicants should carefully review the timeline before submitting their applications. The assignment has a relatively short research and drafting period, followed by final delivery and publication.

Activity

Indicative date

Application deadline

6 November 2026, 23:59 EET

Evaluation and notification

9–13 November 2026

Kick-off week

16–20 November 2026

First complete drafts

Mid-December 2026

Final delivery

22 January 2027

Possible extension

Up to two weeks in special circumstances

Publication

February 2027

Dossier presentations

Within six months of publication

The kick-off dates are indicative, and applicants should consult the full call for the binding arrangements.

The deadline for the first complete drafts falls in mid-December 2026, leaving a limited period for research, mapping and initial content development after the kick-off.

Final delivery is scheduled for 22 January 2027. An extension of up to two weeks may be possible in special circumstances, subject to the conditions of the assignment.

Publication is planned for February 2027, after which selected contributors will participate in two presentations of each dossier within six months.

Applicants who have not received a response by 20 November 2026 should consider their applications unsuccessful.

Final application deadline: 6 November 2026 at 23:59 EET.

How to Apply for the SALTO PI P² Dossiers Opportunity

Applications must be submitted in English through the official online application form. Applications submitted through other channels, as well as incomplete or late applications, will not be considered.

The application form requires candidates to explain their motivation and experience, propose topics for their selected sector or sectors and submit a short writing fragment.

Applicants should prepare their materials carefully because the selection process assesses both professional suitability and the quality of their proposed content.

Step 1: Choose your sector

Identify the sector that best matches your knowledge and experience.

You may apply for one sector or two sectors. If you choose two, make sure you can demonstrate relevant expertise in both areas and manage the additional workload.

The available sectors are:

Higher Education.

School Education.

Vocational Education and Training.

Adult Education.

Youth.

Sport.

Step 2: Prepare your motivation and experience statement

Explain why you are interested in contributing to the P² Dossiers and how your professional or academic background prepares you for the assignment.

Your statement should demonstrate relevant experience in your chosen sector, familiarity with Erasmus+ and the European Solidarity Corps, and the ability to turn research into practical resources.

Where appropriate, refer to relevant projects, research, publications, editorial assignments, professional networks or other evidence of your expertise.

Avoid relying only on general statements about your interest in the subject. Show how your previous experience connects to the specific responsibilities described in the call.

Step 3: Propose relevant topics for your selected sector

The application form asks candidates to propose topics and subjects for the selected sector or sectors.

Consider the issues that would be most useful to the intended audience. Identify areas where research, tools, networks or practical guidance could help organisations strengthen participation in democratic life and civic engagement.

Your proposals should be realistic, relevant to the sector and sufficiently focused to be developed into practical dossier content.

Step 4: Prepare the writing fragment

Applicants must submit a short writing fragment as part of the application.

This is an important part of the assessment because the work requires clear, accurate and accessible writing.

The writing fragment must not be AI-generated. Candidates should write this component themselves and ensure that it accurately reflects their own abilities.

The call permits AI use under human oversight for non-substantial support, such as drafting assistance, rephrasing and formatting. However, applications produced entirely with AI may be rejected.

Applicants should therefore carefully follow the instructions provided in the application form and full call conditions.

Step 5: Submit the online application before the deadline

Complete all required sections and submit the application through the official online form before 6 November 2026 at 23:59 EET.

Do not rely on email or another submission method as a substitute for the online form. The call explicitly states that applications submitted by other means will not be considered.

Step 6: Contact SALTO PI if you need clarification

For inquiries about the opportunity, applicants can contact:

Email: christopher.radovici@harno.ee

Required subject line: P2 Dossiers – Inquiry

Candidates who require the application form in another format or need an adjustment to support their application can also contact SALTO PI through this email address.

Application link: Use the official SALTO PI call page and its online application form. The supplied announcement does not include the direct URL of the application form, so applicants should access it through the original notice rather than relying on an unverified link.

How Will Applications Be Evaluated?

The call specifies three evaluation criteria, each carrying a particular weight in the selection process.

Evaluation criterion

Weight

Motivation and experience

50%

Proposed topics and subjects

25%

Writing fragment

25%

Total

100%

1. Motivation and experience — 50%

This is the largest component of the assessment.

Applicants should clearly demonstrate their expertise, professional suitability and ability to deliver the assignment. Relevant sector experience, familiarity with the programmes and evidence of successful research or content-development work can help establish this suitability.

2. Proposed topics and subjects — 25%

The proposed topics will be evaluated for their relevance to the selected sector and the purpose of the P² Dossiers.

Candidates should identify issues that matter to practitioners and stakeholders and show that they understand the kinds of resources the dossier is expected to provide.

3. Writing fragment — 25%

The writing fragment accounts for one-quarter of the assessment.

Candidates should pay attention to clarity, organization, accuracy and readability. Because the writing fragment must not be AI-generated, applicants need to demonstrate their own writing ability in this part of the application.

How sector selection affects the outcome

Applicants who select two sectors will be ranked separately in each sector.

The contract for each sector will be offered to the highest-ranked applicant for that sector. Applying for two sectors therefore does not guarantee that a candidate will be selected for both.

This arrangement also means that candidates should prepare sector-specific proposals and demonstrate credible expertise in every sector they choose.

Important Conditions Applicants Should Know

Before applying, candidates should review the full call conditions rather than relying exclusively on the summary announcement.

Several issues deserve particular attention.

Remote work and working language

The assignment will be conducted remotely, and English will be the working language. Applicants should be comfortable conducting research, consulting reviewers, drafting materials and collaborating with the project team online.

Workload and delivery expectations

The estimated workload is 40–50 working hours per sector. This estimate should be considered alongside the short drafting period and the requirement to co-host two presentations after publication.

Applicants should ensure that they can meet the deadlines and remain available throughout the working period.

Credit and copyright

Selected contributors will be credited as named authors of the files they develop.

However, copyright will pass to SALTO PI, and the dossiers will be published as Open Access resources under a Creative Commons license.

Candidates should review the full contractual terms to understand the precise rights and conditions associated with their contributions.

Use of artificial intelligence

AI may be used under human oversight for non-substantial support, including drafting assistance, rephrasing and formatting.

However, applications produced entirely with AI may be rejected, and the writing fragment must not be AI-generated.

Applicants should follow these requirements carefully and ensure that their submissions accurately reflect their own experience, judgment and writing ability.

Inclusion and accessibility

SALTO PI encourages applications from people with diverse backgrounds, including underrepresented groups and persons with disabilities or other special needs.

Applications will be assessed against the published criteria. Candidates who require an alternative format for the application form or another adjustment to support their participation can contact the inquiry email provided in the call.

The full call contains the binding conditions

The announcement is a summary of the opportunity. The full call document contains the binding conditions relating to the assignment, work phases, working arrangements, payment, copyright and selection.

Applicants should download and read the full call attachment before submitting their applications.

Why This Opportunity Matters for Researchers, Practitioners and Content Professionals

The P² Dossiers assignment provides an opportunity to contribute to a resource intended for use across education, youth development, sport and civic engagement.

For researchers, the assignment offers a chance to organize existing evidence and identify gaps in knowledge. For practitioners, it provides an opportunity to translate professional experience into tools and frameworks that others can use. For writers and editors, it offers a structured assignment involving research, clear communication and publication-ready content.

The opportunity may be particularly relevant to professionals who have experience in:

Research and evidence synthesis.

Education and training.

Youth participation and community development.

Democratic participation and civic engagement.

Editorial work and publishing.

Developing practical guides and learning resources.

Mapping organizations, networks and initiatives.

Communicating research through accessible writing and infographics.

The international eligibility criteria mean that applicants are not restricted to a particular country. Nevertheless, candidates must demonstrate the sector expertise, programme familiarity, English proficiency and availability required by the call.

The assignment also provides a defined scope of work, a fixed fee and an opportunity for named authorship of the resulting publications. At the same time, applicants should carefully consider the workload, fixed delivery dates and copyright provisions before committing to the assignment.

APPLY HERE

Frequently Asked Questions

1.
