Project Manager

<p>ECS is seeking an experienced <strong><em>Project Manager </em></strong>to work <strong><em>remotely </em></strong>providing support for cloud-related application and infrastructure migration and modernization efforts performed under this contract for <strong><em>NIH NIAID Enabling and Advancing Technologies (NEAT)</em></strong>. This engagement supports the External Enterprise Software Development Support Services program area which includes the development, support, and maintenance of NIH enterprise applications managed by the Software Engineering Branch.</p> <p><strong><u>Please Note:</u> This position is contingent upon [contract win].</strong></p> <p>The NIAID NEAT Project Manager will perform day-to-day management, staffing of resources, and oversight of work performed and lead technical staff on multiple complex software development projects.</p> <p><strong>Key Responsibilities:</strong></p> <p>Project Management:</p> <ul> <li>Prepare cloud migration and modernization schedule and milestones to deliver CI/CD pipelines for all NIAID software applications.</li> <li>Managing finances and burn rates for the team and augmenting staff as needed.</li> <li>Analyze complex, multi-task interrelated projects, assess risk and mitigate potential risk to project success.</li> <li>Prepare and present HHS Enterprise Performance Life Cycle (EPLC) stage gate deliverables and presentations to review boards.</li> <li>Ensure Agile teams follow web and mobile UI/UX industry best practices, standards and lessons learned.</li> </ul> <p>Agile Delivery:</p> <ul> <li>Foster a thriving and fast-paced work environment that encourages collaboration and innovation.</li> <li>Facilitate, manage, and maintain Agile artifacts, including user stories, backlogs, and sprint plans.</li> <li>Collaborate with cross-functional teams, stakeholders, and Scrum Masters to ensure project alignment with business objectives.</li> <li>Monitor project progress, identify risks, and implement mitigation strategies.</li> <li>Conduct and/or participate in formal and informal reviews throughout the development life cycle.</li> </ul> <p>Cloud Migration:</p> <ul> <li>Assist business domain stakeholders with migration "lift and shift" cost-benefit analyses of on-premises vs. cloud-based solutions.</li> <li>Support cloud-related application and infrastructure modernization efforts at NIAID.</li> <li>Assisting business domain stakeholders conduct market research on cloud platforms and tools.</li> <li>Conducting proof-of-concept and pilot projects to evaluate cloud migration and modernization approaches.</li> </ul> <p><strong>Qualifications</strong></p> <ul> <li><strong><em>Bachelor's degree in Computer Science, Information Security or related field</em></strong>.</li> <li><strong><em>Active Public Trust or higher security clearance.</em></strong></li> <li><strong>Minimum 6 + years of project management experience, with 5+ years of experience in Agile .NET implementations.</strong></li> <li>In-depth understanding of technology and technical aspects of projects, ability to comprehend the complexities of software design and databases and anticipate technical and business challenges to ensure products align well with project goals.</li> <li>Experience managing technology projects/programs with large-scale web and mobile applications, AWS Cloud products, and other cloud technologies, such as Azure.</li> <li>PMP (Project Management Professional) Certification.</li> <li>Travel within the Washington DC Metro Area, and CONUS as needed.</li> </ul>
